Preheat your oven to 400 degrees.
In a 10 in. ovenproof skillet, combine berries, sugar, water, lemon peel, and lemon juice
bring to a boil
Reduce the heat, and simmer for about 5 minutes, or until the mixture is thickened
While that's cooking, take a small bowl, and whisk flour, sugar, baking powder, and salt
Cut in the butter with a fork, or whisk, until the mixture has coarse crumbs
Add the milk, and stir until moist
Drop the batter by spoonful's onto the skillet of berries
Transfer the dish to the oven
Bake for about 15-20 minutes, or until the dumplings are golden
