Form a circle with the pool noodle and use the tape to secure it
Cover the noodle completely with fabric so you don't see it through the gaps between the rags. To do this, Cut a long strip of cloth and pull it up around the pool noodle, making a seam down the backside of the pool noodle, and use glue to secure it in place
Cut the ribbon into strips that are about fourteen inches long
Cut those strips into one-inch wide strips
If you have more than one ribbon pattern, as I did, sort them into groups and alternate the ribbon patterns by tying them around the pool noodles. Do not form a complete knot. I did a half-knot - crossing the two ends and tucking one under and through the loop.
Make sure the middle part of the tied rags are all on the front of your wreath.
If you have a hanging decoration like the one I purchased at The Dollar Tree, untie one of the rags wherever you've determined will be the center top of your wreath. Place the hanging rope over one of the ribbon ends and tie it back up so the decoration hangs from the center top of the wreath.
Use a small scrap of ribbon to make a bracket to hang your wreath from on the back of your wreath.
Use safety pins to pin it down
Your wreath is now ready to hang
